The District is governed by its Board of Trustees. The Board consists of four members, each of whom serves a three-year term and who are appointed as follows:
- by the Mayor of the City of Martins Ferry, Ohio;
- by the Mayor of the Village of Bellaire, Ohio;
- by the Mayor of the Village of Brookside, Ohio;
- by the Mayor of the Village of Bridgeport, Ohio.
The Board meets on the second Wednesday of each month in regular public meetings at 8:00am at the plant, 6000 N. Guernsey St., Bellaire, OH, to discuss and determine policy and to act upon resolutions presented by the District’s staff.
